You might also ask the same question of other DC titles, like, I don’t know, DETECTIVE COMICS or whatnot. And the answer would be that DC does what it thinks is best in each instance. Same thing with us.
We’re more concerned with what goes between the covers.
Not only that, but I suspect the true answer here is “economies of scale.” The print run on something like Forever Evil is likely to be a LOT higher than on Magneto, so the unit price to the publisher, even including the cardstock covers, is going to be less.
Not only that but Forever Evil was designed as a promotional event, so DC may well have been willing to take a hit on their profit margins due to the resultant publicity boost and boost in line-wide sales.
But, hey, self entitled fan boys never think about this stuff.
